On the afternoon of January 30, 2026, Ho Chi Minh City Open University solemnly held a ceremony to announce Decision No. 27/QD-BGDĐT dated January 9, 2026, of the Ministry of Education and Training on the establishment of a branch campus in Dong Nai province. This marks an important milestone in the development of a multi-disciplinary, multi-level, and multi-system higher education system, bringing knowledge closer to learners and accompanying the development of localities and the entire country.

The event took place in a solemn atmosphere with the presence of Assoc. Prof. Dr. Nguyen Van Phuc – Deputy Minister of Education and Training; Mr. Le Truong Son – Vice Chairman of the People’s Committee of Dong Nai province; and leaders of units under the Ministry, and local departments and agencies.
On the part of Ho Chi Minh City Open University, the following were present: Dr. Do Sa Ky – Secretary of the Party Committee; Prof. Dr. Nguyen Minh Ha – Rector; Dr. Senior Lecturer. Mr. Le Xuan Truong – Vice Rector; along with distinguished guests including representatives from partner businesses, the Alumni Club of entrepreneurs, and a large number of staff, employees, students, and alumni of the University.


Highly appreciating the steadfastness and persistent efforts of many generations of the University’s leadership in building and developing the branch campus, Assoc. Prof. Dr. Nguyen Van Phuc – Deputy Minister of Education and Training, stated that with an area of over 31 hectares at a vital trade gateway, the Ho Chi Minh City Open University branch campus in Dong Nai province has the potential to become a modern branch campus of the national higher education system.
According to the Deputy Minister, in the context of the increasing demand for high-quality human resources in a rapidly developing industrial province like Dong Nai, this is the opportune time for Ho Chi Minh City Open University to enter a breakthrough development phase. In the long term, the branch campus should not only serve as a training facility, but should also be oriented towards becoming a strategic development center for the University in the future, closely linking training, scientific research, and community service.

Sharing at the ceremony, Mr. Le Truong Son – Vice Chairman of the People’s Committee of Dong Nai province, said that Dong Nai is a province in the Southern key economic region, with a rapid industrialization rate, a large-scale industrial park system, and a series of key national projects being implemented, notably Long Thanh International Airport and inter-regional transportation infrastructure. This reality places a huge demand on high-quality human resources, well-trained and aligned with local needs.
In this context, the presence of the Ho Chi Minh City Open University Branch – a higher education institution with a long tradition, prestige, and strengths in multidisciplinary training – will play a crucial role in training and supplying local human resources, contributing to solving the problem of sustainable development for the province.
Mr. Le Thanh Son also affirmed that Dong Nai province will continue to direct relevant departments and agencies to create the most favorable conditions and support the University in completing the legal procedures so that the Branch can soon become operational, becoming a center for scientific research and technology transfer, directly contributing to the prosperity of the locality and the region.

Responding to these directives and great expectations, Prof. Dr. Professor Nguyen Minh Ha – Rector of Ho Chi Minh City Open University – affirmed that the University will develop its Dong Nai branch in a systematic and sustainable manner, making practical contributions to the cause of education, to the development of the locality and the country, aiming towards the goals of 2030 and the vision of 2045.

Professor Nguyen Minh Ha stated that the branch will focus on three key tasks. Firstly, training high-quality human resources with knowledge, skills, and the ability to adapt flexibly to the context of digital transformation and international integration, meeting the socio-economic development needs of Dong Nai province and the Southern key economic region. Secondly, promoting scientific research, knowledge transfer, and practical solutions, closely linked to the needs of the locality, businesses, and the community. Thirdly, strengthening academic-business connections, expanding cooperation in training, research, and innovation, contributing to the dissemination of knowledge values and enhancing the prestige of the University.
The proudest moment of the ceremony was the unveiling of the signboard of the Ho Chi Minh City Open University branch in Dong Nai province. In the presence of leaders and amidst the resounding applause of numerous students, staff, and workers, the red cloth was lowered, officially opening a new and promising chapter.



Currently, the branch campus is used by the university to organize physical education and national defense and security education for approximately 5,500 full-time students each year, divided into several concentrated study sessions. The training facilities are comprehensively invested in, including lecture halls, training grounds, dormitories, student cafeterias, sports fields, shooting training areas, and other supporting facilities. In addition, the branch campus also hosts distance learning programs, part-time study programs, and professional development courses to meet societal needs.
During the period 2025–2030 and beyond, the University will continue to boost investment with key projects such as the 2C Lecture Hall Block with a total investment of over 133 billion VND (floor area over 13,000 m2), expected to be completed in 2026. Subsequent projects such as the new E Dormitory Block (over 200 billion VND, with 1 basement and 9 floors) and the 2D Lecture Hall Block (over 200 billion VND, 1 basement and 5 floors), a concentrated national defense and security training area for students, a startup and innovation zone, and an incubator… will contribute to completing the infrastructure system and enhancing the training and research capacity of the University in the Dong Nai region.
