Ho Chi Minh City Open University Ho Chi Minh City coordinates with the government to disseminate tax knowledge to business households
On 09/10/2025, the Open University of Ho Chi Minh City (OU) has closely coordinated with the authorities of Cau Ong Lanh Ward and Binh Loi Commune, successfully organizing the Thematic Report: “Disseminating tax knowledge for business households in Ho Chi Minh City”. This event has the strategic goal of supporting the business community to promptly adapt to important tax policy changes, especially the absence of flat tax from 2026.
The program was implemented at two locations: Hall 202 – Campus 35-37 Ho Hao Hon (for business households in Cau Ong Lanh Ward) and the Hall of the People’s Committee of Binh Loi commune, with the participation of a large number of business households in the area.

Speaking at the opening of the program, Prof. TS. Nguyen Minh Ha – Rector of Ho Chi Minh City Open University. With professional capacity and a sense of responsibility, the lecturers and students of the Open University of Ho Chi Minh City. Ho Chi Minh City wishes to accompany business households in the process of digital transformation, helping people understand correctly, implement correctly, reduce risks and improve operational efficiency, thereby contributing to sustainable socio-economic development.

Focus on transforming from contracted households to declaration households
The main content of the topic was presented by Rapporteur Le Thi Minh Chau – Director of Le Minh Accounting and Investment Consulting Services Co., Ltd., former Lecturer of the Faculty of Accounting and Auditing, Ho Chi Minh City Open University. HCM. The rapporteur gave detailed guidance to business households through 4 key contents, especially around preparing for change from 2026:
- Identification of business types: Clearly distinguish between contracting households, declaring households and enterprises.
- Steps to prepare when transitioning from a contracted household to a declaration household: Focus on core factors such as administrative procedures, use of e-invoices, setting up books and management tools.
- Common risks and ways to avoid them in the practice of production and business activities.
- Notes when recording, declaring, using documents and the importance of consulting experts.

In the afternoon of the same day, the program continued to be implemented in Binh Loi commune, where there are up to 1074 business households (including 1008 contracted households). The timely dissemination of tax policies is highly appreciated by local authorities, helping business households understand the benefits of converting to household declarations, ensuring fairness and transparency in business activities.
